For kids that ride motorcycles, kid's motorcycle boots should be part of their standard safety gear.
Just like for adults, they come in both shorty boots, sometimes also known as ankle-length boots, and full length boots, also called tour boots or tall biker boots, which are safer as they have better ankle and overall foot/leg protection.
There are special kids models for both street and dirt bike use.
They protect kids from many things including from loose gravel and flying road debris, exhaust pipe heat and burns, and in case of accident protect from abrasions and reduce the impact to the foot, ankle, and the lower leg. Of course all the standard protective gear is available for kids, including helmets, eye protection, chaps, vests, motorcycle jackets, etc.
Because motorcycle gear is durable and kids grow quickly, you will find they outgrow it far before it wears out. Of course you can try to buy (or sell) used kids gear, both locally and online.
Some of the makers of kids motorcycle boots will be familiar. One example is Harley Davidson.
The Harley-Davidson Unisex Little Kid/Big Kid Faded Glory Boot
comes in sizes from "9 M US Toddler," which to me means baby motorcycle
boots, to large kid sizes.
They are made from polyurethane upper designed to look
like leather and are durable like all Harley boots. They have a full lace up
front, belt and buckle at the instep, and engraved metal hardware and of
course the Harley-Davidson logo.
They are comfortable and durable with a padded tongue, collar and foot bed
providing cushion and support support, and with a rugged lug sole and heel
for stability and great traction. The outer sole is rubber and they have
cemented construction, all at about US$50.
Your kids will outgrow these before they wear out.

are an example of kids dirt/motocross boots, and "racing technology made
available to consumers at affordable prices." They feature a Leather Upper,
cambrelle lining, removable anatomic footbed, a contoured shin plate, shank
protection and more
Kids motorcycle boots fulfill the same needs as in adults. The only problem is that kids outgrow them so quickly
